Hobbes in die moderne Naturrechtslehre folgt, die einen Staat konstruieren will, in dem die Individuen zum einen Wohl für sich selbst und damit Wohl für die Gemeinschaft anstreben, wobei die Konflikte auf ein minimal reduziert werden sollen.
„ Locke erschien der einen, „traditionalistischen“ Interpretationsrichtung als Anhänger der klassischen Politiktradition und Vertreter einer stoisch-christlichen Naturrechtsauffassung, während er sich der anderen, „progressistischen“ Interpretationsrichtung als Vertreter eines individualistisch-rationalistischen Naturrechts und Theoretiker der frühbürgerlichen Gesellschaft darstellte.“2
Andere glauben wieder, John Locke nehme eine Zwischenposition zwischen modernem und traditionellem Naturrecht ein.
