Dies konstatierte er, obwohl das Bruttoinlandsprodukt kurz zuvor das japanische BIP erstmals übertroffen hatte. Der Sprecher verwies darauf, dass bedacht werden solle, „[…] nicht nur auf die BIP-Gesamtentwicklung zu schauen, sondern auch auf das BIP professional Kopf“. Und es ist in der Tat so, dass die Wirtschaftsleistung professional Kopf sogar noch hinter Staaten wie Jamaika, Angola oder Albanien liegt.
Warum ist das BIP derart niedrig obwohl China gerne als „Weltfabrik“ bezeichnet wird und nicht mehr aus der Weltwirtschaft wegzudenken ist?
Es gilt herauszufinden, warum sich in diesem riesigen Land eine Disparität der Infrastruktur und der Wirtschafts- und Einkommensstrukturen herausgebildet hat und mit welchen Mitteln und welchem Erfolg die chinesische Regierung dagegen vorgeht. Mein Augenmerk soll dabei auf der Energieversorgung liegen, denn sie entwickelte sich angelehnt an die gleiche fehlerhafte Strukturplanung disparitär. Diesen sehr weiten Themenbereich werde ich durch eine Betrachtung des Drei-Schluchten Projekts vertiefen. Hierbei soll der Kosten- Nutzen- Faktor dargestellt werden und es wird ermittelt, welche Alternativen es gegeben hätte bzw. gibt. In einem ersten Schritt sollen allgemein die sich sprunghaft entwickelnden Energieversorgungsstrukturen beschrieben werden, dies geschieht im Hinblick auf Vergleichswerte und Darstellungen aus den 1970er und 1980er Jahren und in Bezug auf die Bevölkerungs- und Industriestandortverteilung. Es folgt darauf die gegenwärtige Lagebeschreibung und Zukunftsprognosen bzw. Entwicklungsprogramme im Besonderen im Bereich der erneuerbaren Energien und den ruralen Regionen.
Was sich in europäischen Ländern innerhalb von 40-50 Jahren entwickelte, geschah in China in weniger als der Hälfte der Zeit. Der gigantische Aufschwung schuf jedoch nicht nur neue Möglichkeiten, sondern ging einher mit einer Vielzahl von sozio-ökonomischen und ökologischen Problemen, von denen im Folgenden einige exemplarisch dargestellt werden sollen.
